YHEP Final Evaluation
The final Evaluation of the Yorkshire & Humber Empowerment Partnership focused on three questions
- What has the impact of YHEP been?
- What lessons have been learned?
- What might be done in the future to maximise impact?
The report highlights that 'YHEP has achioeved a huge amount with relatively samll amounts of money' ... 'Has been proactive in its approach to policy change' ...'and has made a clear case for effective empowerment at community, local authority and regional levels'.
The report also states that '... learning is embodied in individual community activists, local authority officers and other
public sector workers, who through their participation in different aspects of YHEP structures and events have developed new understandings and approaches to empowerment and new capacities for leadership (cultural / human capital) in carrying
forward empowerment work. ... Communities aren’t just places with needs but networks of people with assets and
resources. A focus on strengths rather than deficits is the best way to engage... '
'Good collaborative working has fed into a positive legacy across the region in terms of:
Development of regional networks (social capital) and relational capacity that have brought individuals out of the immediate context in their neighbourhood or organization to see a bigger picture of how empowerment can work and made contacts for future work, support and mutual sharing / learning / innovation about empowerment practices.
The regional evaluation was carried out by University of West of England
